My reasons for attacking are usually:
You're close and pose a threat
Blocking me from something like a luxury or military resource that could only be obtained through diplomacy in a highly biased deal.
I will usually play like a turtle but expand a little bit more often if happiness isn't awful.
In Civilization I can't see how early rushers really win. Its a massive gamble because if the early rush just failed then you have an under developed city and a very pissed off enemy who is now stronger than you. Could work but I prefer options that don't leave my arse exposed to the whole world...
Which DLC is needed as I might buy them if there isn't too many and cost to much. I think I saw the Brave New World DLC trailer which did add in quite a new features and change around some policy trees.
Early rushers usually win by making their targets rage quit; in our games however you'll just be booted by the GM (usually me or Naia). Attacking someone in a local fashion as you describe above (for resource) is fine, we're talking about prolonged rushing or bullying - violence is a core mechanic of the game and we don't want it neutered.
One of the best ways to be booted and not invited back would be to tech rush to guns, planes, tanks, nukes etc and then use that tech to obliterate someone who hasn't got those. Again it's a legitimate strategy and we don't mean it's 100% banned, it falls back on the being a dick clause again - if you tech rush then attack someone not far behind you in terms of tech then fair play, but god help you if you nuke someone still on arrows. There comes a point in the game when we stop looking to setup our civilisations, and look towards winning the game (from my experience 3-4 hours in) - at that point all bets are off and Khorne can get the party started.
We want to encourage people to play this with us regularly, and we want all strategies to be possible (Science, Diplomacy/World Leader, Military, Culture/Points etc), therefore we need to keep it friendly, competitive and fun for all involved.
Note: It's totally cool for two people to mutually rush each other as long as they don't drag others into their war; for example Naia and I might decide to fight a little war between the two of us, it certainly wouldn't be the first time she's tried it

Mint! Draco and I were discussing it yesterday, any events will be planned in advance in order to capture as many timezones as possible. You'll probably find games happen at 7am Sunday in New Zealand, which is 6pm Saturday in the UK and ~ 1pm Saturday on the US East Coast.
