I'm just wondering about what the Legion's feelings are about Ghouls and other mutants as I don't think I've ever found Legion members or Caesar openly stating Ghouls are inferior or undesirable.

 

I imagine they'd either be used as cannon fodder or if they were allowed into the Legion be used as some kind of specialist force using radiation against their enemies since their healed by it rather than harmed.

 

I'm only wondering because in my silly story I've just about to go and complete the "Come Fly With Me" quest which you guested it involves Ghouls. Who'd have thought...

 

I've read somewhere that no Ghouls would really join because the Legion focuses highly on propaganda, brainwashing and spoonfeeding people bullshit where as Ghouls have been around since before the Great War knowing Caesar isn't the Son of Mars and such other silly stuff.

Ghouls do not like the legion and they do not join it. The Pre-war ghouls don't join because if how barbaric and violent the Legion is, while post-war ghouls are normally quite bitter and resentful, and don't want anything to do with anything. The legion also does not like ghouls, because they are mutants and the Legion is all about naturally being the strongest and stuff.

TLDR: They both don't like each other.

I think Ebony covered it nicely. To analogize: The Legion are The Inquisition and ghouls are mutants living in the undercity of many Imperial cities
