We can't fully do that without uproar. Even if these purifiers are rebelling the Anubis sect has been working alongside us for years. With china banging on our doors we can't possibly risk a full blown purge . We'd be fighting a two front war. It not like corralling rebels or silencing sheep , these factions couldfigh us on a force to force level

That's why you turn them against each other. Setup a governing council comprised of their eldars, and the ones who detest the Purifiers actions will call them to account. Then they will whittle down each others numbers, and we can step in to assist the council and retain the "good grace" of the concurrent sects
