Helpful tips:
To do this quickly wear stuff that fortifys magicka, alteration, and regeneration.
When you need Silver Ingots (which is when you have gems that need silver to craft jewelry), transmute once, drop silver ore, repeat as many times necessary, as keeping it in your inventory will turn it to gold on your next transmute.
Stand away from people when doing this, otherwise someone will nick your silver ores and or pick it up and give it to you.
If you have low magicka just constantly transmute as your traveling (this doesn't help when you need silver as all you'll have left is gold)
Prioritise the most expensive stuff first, that improves your skill the most.
2 Gold Rings are more expensive than a gold necklace.

To be just, our law must be cruel.
To stand upon the bedrock of law is our great duty. To presume to stand above it is our worst heresy.
We determine the guilty. We decide the punishment.
